WhatsApp Business API pricing, explained without the fog

What Meta charges, what a platform like HueChat charges, and how to estimate a monthly bill before you send a single message.

WhatsApp Business API pricing confuses people for one reason: there are two bills, and most providers talk about them as if they were one.

Bill one: Meta

Since 1 July 2025, Meta has charged on a per-message basis. A charge normally applies to each delivered template message, subject to Meta's free-message rules. Each template belongs to a category, and the category helps set the price:

  • Marketing: promotions, offers and announcements.
  • Utility: order updates, appointment reminders and account alerts.
  • Authentication: one-time passcodes.

Meta publishes separate rates by category and customer market, with volume tiers where applicable. Do not assume one category has the same relative price in every market; verify the current rate card for the destinations you serve.

The rate also depends on the customer's country, not yours, and Meta may apply volume tiers. A reminder delivered to a customer in one country can cost a different amount from the same reminder delivered in another.

Customer-initiated messages are different. When a customer messages you, a 24-hour customer service window opens. Non-template replies inside that window are free, and utility templates delivered inside it are free. Outside the window you must use an approved template; delivered templates are then billed under Meta's category and destination rules. Marketing and authentication templates can still be chargeable during an open service window.

Meta publishes the rules and rate cards in its WhatsApp Business Platform pricing documentation. HueChat's WhatsApp API pricing calculator is a manually maintained estimator for selected countries and categories. Check Meta's current rate card before making a billing decision; the calculator does not apply volume-tier discounts.

Bill two: the platform

The platform is where the inbox, the team, the AI agent, the templates, the broadcasts and the reports live. Providers price this in three different ways, and it pays to know which one you are looking at:

  1. A subscription plus Meta's fees at cost. You pay the platform a monthly plan, and Meta's messaging fees are billed at Meta's rate with nothing added. This is HueChat's model.
  2. A subscription plus a markup per message. The plan is cheap, and the provider adds a fee to Meta's charge. Fine at low volume; expensive at scale.
  3. Per-seat pricing with messaging as an add-on. Common with help-desk products that added WhatsApp later.

Ask any provider one question: "Do you add anything on top of Meta's delivered-message rate?" If the answer takes more than one sentence, ask for a worked invoice example.

Estimating a month

Take a clinic that delivers 1,200 appointment reminders a month outside an active service window. Reminders are normally utility templates. Look up the current utility rate for the customers' country, multiply it by the number delivered in each destination, then account for any volume tier in Meta's published rules. Utility templates delivered while a customer service window is open are free. Add the platform plan on top.

For a shop running two promotions a month to 5,000 contacts, estimate up to 10,000 delivered marketing template messages and apply the rate for each destination. That is why a platform markup on each message can get expensive quickly.

What HueChat does

  • Plans are a flat monthly price, in Saudi riyals, from a free plan upwards. See pricing.
  • Meta's messaging fees are billed by Meta, at Meta's rate, separately. HueChat adds no markup.
  • The calculator gives a manually maintained estimate for selected countries and categories; Meta's current rate card remains the billing source of truth.
  • Templates, broadcasts, the AI agent and the inbox are in the plan, not per-message add-ons.
