CLEAR COSTS, BEFORE YOU START

Your plan is one part.
WhatsApp usage is another.

Your HueChat subscription pays for your workspace and its included limits. Meta’s WhatsApp Business Platform fees are separate, even when your HueChat subscription is free.

02

Meta messaging charges

Charges depend on the message category, recipient market and current Meta pricing rules. Utility, marketing and authentication messages can have different rates.

03

Service windows & allowances

A customer message opens a 24-hour service window. Do not assume every message in that window is free: eligibility, allowances and current Meta rules determine the charge.

Provider rates can change. Confirm the current rate card and applicable taxes before estimating a campaign.

How WhatsApp Business API Pricing Works

Good News: All Incoming Messages Are Free

Every message your customers send to you costs absolutely nothing. Whether it is a question, a complaint, or a simple hello — you are never charged for receiving messages. You only pay when you send outbound template messages to customers.

What Changed: Message-Based Pricing (July 2025)

Starting July 1, 2025, Meta moved from a conversation-based billing model to a per-message pricing model. This means you are now charged for each individual template message delivered, rather than per 24-hour conversation window. This makes it simpler to predict and control your monthly costs.

What Gets Charged?

You are billed only for outbound template messages that are successfully delivered. The cost depends on three factors:

  • Message Category: Marketing, Authentication, or Utility templates each have different rates
  • Recipient's Country: Pricing varies based on the recipient's phone number country code
  • Monthly Volume: Changes the flat-rate estimate. Meta publishes volume-tier discounts for utility and authentication messages; this calculator does not apply them.

Note: Only delivered messages are billed — if a message fails to deliver, you are not charged.

The 24-Hour Service Window

When a customer sends your business a message, a 24-hour service window opens. During this window:

  • You can send free-form replies and utility messages at no charge
  • Marketing and authentication templates are always charged, even during an open window
  • Once the window closes, you can only send pre-approved template messages, all of which are billed

Free Entry Points

Messages that come through Click-to-WhatsApp ads or Facebook Page CTA buttons open a special 72-hour service window (instead of the standard 24 hours), giving you more time to engage with potential customers at no messaging cost.

Frequently Asked Questions

Message templates are pre-formatted messages that must be reviewed and approved by Meta before you can use them. They are required when initiating a conversation with a customer who has not messaged you recently, or when the 24-hour service window has expired. Templates fall into three categories: Marketing (for promotions and offers), Utility (for transaction updates and notifications), and Authentication (for verification codes and login confirmations). Each delivered template message incurs a charge based on the recipient's country and message type.

Utility messages are template messages designed to help customers with specific transactions or requests. Common examples include order status updates, shipping notifications, payment confirmations, and appointment reminders. When sent during an active 24-hour service window, utility messages are free. Outside the window, they are charged at the utility rate for the recipient's country.

Authentication messages are templates used to verify a user's identity, typically through one-time passcodes (OTPs). They are used for account verification, password resets, and secure transaction confirmations. Unlike utility messages, authentication templates are always charged — even during an active service window.

When your business sends a high volume of authentication messages (over 750,000 in a 30-day period) to users in certain countries outside your primary business location, Meta applies higher international authentication rates. These elevated rates apply to specific countries listed in Meta's international rate card and remain active once triggered.

Marketing templates are used for promotional purposes — announcing sales, sharing product launches, sending newsletters, and re-engaging inactive customers. These messages are always billed regardless of whether a service window is open, and typically carry the highest per-message rates among all template types.

Free-form messages are any non-template messages you send in response to a customer during an active service window. They do not require Meta's approval and can be conversational — support replies, follow-up questions, or general communication. They are completely free as long as the 24-hour window is open. Once it closes, you must switch to approved templates.

Each time a customer messages your business, a 24-hour timer starts (or refreshes). This is the customer service window. While it is open, you can reply with free-form messages and free utility templates. The window resets with every new incoming message from that customer, giving you ongoing free communication as long as the customer stays engaged.

No. All incoming messages from customers are completely free, regardless of whether a service window is open or closed. You are only ever billed for outbound template messages that you send to customers.

An outbound template message is billed when it is successfully delivered. The list rate depends on the message category and recipient country code. Meta may apply volume-tier discounts to utility and authentication messages; this calculator does not apply those discounts. Failed deliveries are not billed.

Choose the recipient country, message category, and monthly volume. The calculator multiplies a manually maintained list rate by volume for a monthly and annual estimate. It does not calculate volume-tier discounts, free messaging windows, BSP fees, taxes, or Meta changes announced for a future date; verify Meta’s official page before budgeting.

Click-to-WhatsApp advertisements and Facebook Page call-to-action buttons are considered free entry points. When a customer reaches you through one of these channels and you respond within 24 hours, the service window extends to 72 hours instead of the standard 24, giving you triple the time for free communication.
